Background InformationThe Indiana Commission on Abused and Neglected Children and their Families was created by the Indiana General Assembly in 2003 to address the crisis of abused and neglected children in the state. There are 32 recommendations (see attachment) which will be introduced as a variety of bills in the General Assembly. Many of them will be heard in the House of Representative’s Family and Children Human Affairs Committee (chaired by Rep. Mary Kay Budak). The implementation of many of these proposals will be carried out by James Payne, director of the Indiana Department of Child Services (this is a new department that will take over all children’s issues that were administered by Family and Social Services Administration).
